At Goodwill, we deeply value our partnership with the reseller community and appreciate your patronage. Your purchases directly support our mission to provide job training and community programs. However, to ensure a safe, fair, and welcoming environment for everyone, all individuals purchasing items for the purpose of resale must strictly adhere to this In-Store Conduct Policy.
We strive to maintain an environment where all shoppers feel comfortable. Activities that create a competitive, aggressive, or high-pressure atmosphere negatively affect everyday customers who do not wish to compete or feel harassed while shopping.
1. Prohibited In-Store Reseller Activities
To preserve store safety and ensure a positive customer experience, the following activities are strictly prohibited inside all Goodwill brick-and-mortar locations:
In-Store Listing and Selling: Resellers are strictly prohibited from actively listing, photographing, videoing, or selling items on any online marketplace (e.g., eBay, Poshmark, Mercari, Facebook Marketplace) while physically inside the store. Merchandise must be purchased and removed from the premises before any resale activity takes place.
Use of Mobile Scanning Apps: Resellers may not use handheld barcode scanners, mobile scanning applications, or visual lookup tools to check resale values while standing in a way that blocks aisles, shelving units, or clothing racks.
Crowding Rolling Racks & Product Carts: Shoppers are strictly prohibited from crowding, surrounding, or swarming employees as they bring new merchandise carts or rolling racks onto the sales floor. Resellers must maintain a respectful, safe distance of at least six feet from the cart until the employee has finished placing the items on the shelves or explicitly indicates the rack is ready for browsing.
Aggressive Line-Forming: Creating informal, unauthorized “lines” or blockades near the backroom doors to intercept new merchandise disrupts store flow and will not be tolerated.
Hoarding or Holding Merchandise: Shoppers may not accumulate carts full of items to sort through later, hide merchandise in unassigned areas of the store, or camp out next to displays to claim items before they are properly merchandised.
Soliciting Employees: Resellers are strictly prohibited from asking employees to bring out specific merchandise from the back, requesting early access to unsorted goods, or questioning staff about processing schedules.
Unauthorized Access: Entering, looking into, or attempting to access employee-only backrooms, donation drop-off areas, or sorting facilities is illegal and grounds for immediate removal.
Aggressive Competition for Merchandise: Physical blocking, pushing, snatching items out of others’ hands, or engaging in verbal or physical confrontation over merchandise will result in immediate removal.
Excessive Loitering: Lingering in aisles, walkways, or around processing doors for extended periods without actively shopping blocks traffic and prevents regular customers from navigating the store comfortably.
2. Allowed In-Store Activities
Resellers are welcome to enjoy our stores under the same conditions as everyday shoppers:
Browsing and purchasing items that are fully processed and actively displayed on the sales floor.
Using designated shopping carts and baskets for items intended for immediate purchase.
Treating all Goodwill staff members, donors, and fellow shoppers with courtesy and respect.
3. Website Policy Compliance
Resellers must abide by all rules, terms, and codes of conduct governing shopper behavior as published on the official Goodwill website. It is the responsibility of the reseller to stay updated on any modifications to these corporate guidelines.
4. Enforcement and Penalties
Goodwill reserves the right to manage its retail spaces to ensure a peaceful environment for all. Failure to follow these guidelines, or any verbal instructions given by store management, will result in immediate action:
First Offense: A verbal warning and a request to correct the behavior immediately.
Removal from Premises: Continued non-compliance or aggressive behavior will result in the shopper being asked to leave the premises immediately.
Shopping Ban: Egregious or repeated violations of this policy will result in a permanent refusal of service, a ban from all regional Goodwill locations, and potential law enforcement involvement for trespassing. Goodwill’s Asset Protection team will support the enforcement of all policy violations, including monitoring compliance and taking appropriate action when violations are identified
